HMA HRM and L&D working group

Introduction and mandate

Established in 2025, based on a shared need among National Competent Authorities (NCAs) for structured collaboration and exchange on HR and Learning & Development (L&D)-matters.

The network provides a platform for:

  • Exchange of knowledge and best practices in the field of HR/L&D
  • Developing, where possible, a shared vision or joint initiatives
  • Supporting optimal staffing practices for each member, taking into account the right balance between sustainability, belonging and efficiency, both within a given time frame and in the long term

Members and representatives

Members: HR and/or L&D representatives from all NCA’s both human and veterinarian

Chair: (rotating every three years) Jessica Khamis, MEB, NL

Co-chair: (rotating every three years) Linda Molitor, BfArM, DE

Mentor: (rotating upon request) Aimad Torqui, MEB, NL 

Meeting cycle

On-site conference: twice a year, preferably rotating with the EU presidency.  
The chair/co-chair will be responsible for input regarding topics on the agenda.

If it is not feasible for the EU presidency country, the members will organize the conference themselves. Each member will be responsible for their own travel and accommodation costs, while the host country will be responsible for other matters, such as the venue and program.

Online meeting: twice a year, organized by the chair/co-chair. 

Adhoc meetings: interim bilateral meetings upon request in case of urgent matters or, for example, project groups.

Activities & achievements

After consultation with the members of the drafting group, in the first year at least (but not limited to) the following topics will be addressed:

  • staff retention, with particular attention to representatives on European committees
  • diversity, equity, inclusion and belonging (DEIB)
  • development of (senior) staff including career path setup and succession planning
  • secondary employment conditions
  • internal cooperation and flexibility/employability
  • workload related to wellbeing, also related to culture
  • HR/L&D work processes and -systems, with an L&D focus on competencies, topics on technical knowledge (in the field of e.g. EUNTC) are out of scope
  • HR data

Evaluation

Regular updates will be provided to the HMA MG.

An evaluation will be held at the end of 2026, where the findings and recommendations will be reported to the HMA.
